The following document provides a summary of an important aspect of Oregon’s Early Literacy Framework: foundational skills. It can be used to build a local vision of foundational skills and quality early literacy instruction and to support communication and awareness building with important educational partners like teachers, administrators, school boards, families, caregivers and community groups.
