Providing Access to High-Quality Instructional Materials to Support Oregon’s Adolescent Literacy Framework Implementation

The Oregon Department of Education, in partnership with WestEd, developed professional learning materials and identified high-quality resources to support the concepts and strategies described in Oregon’s Adolescent Literacy Framework. Oregon used Elementary and Secondary School Emergency Relief (ESSER) and Title II, Part B funding to build this robust professional learning platform to support the implementation of Oregon’s Adolescent Literacy Framework.

Oregon’s Guiding Principles for Adolescent Literacy

  • Belonging, motivation and engagement are essential to adolescent literacy learning.

The Resource Vetting and Selection Process

WestEd worked with the Oregon Department of Education to identify high-quality supplemental instructional materials for implementing Oregon’s Adolescent Literacy Framework. Through a rigorous three-phase vetting process, the Oregon Department of Education and WestEd curated externally developed resources that reflect the evidence-based strategies and practices featured in Oregon’s Adolescent Literacy Framework.

 

Explore Resources

Phase 1 Vetting

Materials were reviewed to ensure they met the tenets of Oregon’s Adolescent Literacy Framework and the terms of use. If materials did not pass this phase, they were not reviewed further.

Phase 2 Vetting

Materials were reviewed against specific criteria for the section of Oregon’s Adolescent Literacy Framework with which they align. Based on these evaluations, reviewers made recommendations for inclusion.

Materials that reflected at least one criterion and were highly or moderately recommended were moved to Phase 3. Materials that did not reflect any criteria or were not recommended were not reviewed further.

Phase 3 Vetting

Materials were reviewed against baseline accessibility criteria.

If remediation was necessary, WestEd reviewed the source terms of use to ensure that modification of the material was permissible and sought permission as required.

Attributions and limitations for use are noted for each resource.
